This plugin is the new version of "environment_notification" plugin.

New features added:
  - Create a notification for an organization;
    - Only profile admin can create notifications;
    - Organization notifications can be seen by members from any of the organization pages;
    - home_page option set the notification to be seen only at organization homepage;
