Looks like `InputStreamReader`'s bulk read operation returns EOF when there
are characters to be read it seems? When EOF was hit anyway.

Fixed a bug (I hope) in `InputStreamReader` that in bulk reads if EOF was
read it would just return EOF and completely drop all the characters which
were actually read.

Reading manifests character by character is pretty slow, so I think the best
way to handle them would be to read line by line. Manifests are very line
based anyway and I think that would be far more performant.
