  <h4>3. Initial Onboarding User</h4>

  <p>
    To properly create the configuration repository, <code>fastlane.ci</code>
    requires the <code>FASTLANE_CI_INITIAL_ONBOARDING_USER_API_TOKEN</code>
    environment variable. The user associated with this API token will create
    the private GitHub <code>fastlane.ci</code> configuration repository, and
    invite the GitHub bot user account to the subsequent repository created.
  </p>

  <p>
    <b>NOTE:</b> If you're creating the private <code>fastlane.ci</code>
    configuration repository under a GitHub organization, the user associated to
    the API token must have sufficient permissions to create a private
    repository for the organization.
  </p>

  <p>
    Please follow the steps below to complete your <code>fastlane.ci</code>
    cofiguration:
  </p>

  <ol>
    <li>
      Create a personal access token <a href="https://github.com/settings/tokens/new">
      on GitHub</a> with all <code>repo</code> permissions, and the
      <code>user:email</code> permission.
    </li>
