Description:
    Add a new ApiV2 resource, complete with resources, specs, routes and controllers

Example:
    rails generate api_v2 Thing

    This will create:
      app/controllers/api/v2/things_controller.rb
      app/resources/api/v2/thing_resource.rb
      spec/requests/api/v2/things_spec.rb
      spec/resources/api/v2/thing_resource_spec.rb

    This will modify:
      app/config/routes.rb
